Spain's Prime minister rules out Catalonia

The Spanish prime minister Jose Luis Rodriguez Zapatero has ruled out the participation of Catalonia in the next World Cup in San Jose (Fresno).
Speaking to the Spanish Congress, Zapatero has ensured that Catalonia will never play against Spain because this would go against the Spanish law.

...and I wonder: has the Spanish law anything to do with a private institution like the FIRS?
Haven't they (the spaniards) been defending all time that this should be a sportive issue nor a political one?
How can the prime minister rule out something before even been voted?
